Why do you think anime characters look Caucasian, and have Colorful Crazy Hair Often?

I think they often times look american, not because japanese people think americans are superior or something, but simply because of the art style. The art style requires them to make people have big eyes. The reason they don't all have black hair, if you ask me is because they want you to be attached to certain characters. So, the characters they want to stand out, have more colorful hair, and most of the characters in the background have black hair or look generic. That's my honest opinion, what do you guys think?
